This is a nice quick RP that can of course go on into something more.

Of course the lover decides to take full advantage of it, because Tora has been ''innocently'' having some fun like putting on sun tan lotion in a sensual manner, or similar things.  The friend of course decides to arrest her for indecent exposure, and out comes the cuffs and collar, and gag.  Just to show that the city is doing something about the problem. The bikini is of course quickly removed and kept as evidence.  The friend then takes full advantage of that by either giving her a spanking in front of everyone, or showing what a slut she is by stroking her to climax, or even fucking her.

The roleplay can of course continue onwards into something more.  Dragging Tora away to be arrested.  Or even taken before a judge to be tried for her indecent exposure.  Of course with the gag in place she would be in contempt of court for not entering a plea, and then dragged off to jail.  It can go in whatever direction is desired.
